Countries with the cheapest petrol: €0.25 a litre in Kuwait, €3.96 in Hong Kong
On 1 November 2026, the cheapest diesel among the countries Mantan tracks is in Algeria: €0.206 a litre. The most expensive is in Hong Kong: €4.344, 21 times as much. A 50-litre fill costs €217.22 there, against €10.29 in Algiers.
For petrol, Kuwait is at the bottom of the ranking (€0.246) and Hong Kong at the top (€3.961). France is the 10th most expensive country for diesel (€2.354) and the 5th for petrol (€2.184 for 95 unleaded).
How we compare
The ranking covers 95 countries, territories and regions for diesel, and 82 for petrol. Every price comes from an official source:
- an average computed by Mantan over every station in the country, where the country publishes prices station by station (France, Spain, Italy, United Kingdom, Mexico…);
- the price set by the state, the same at every station (Algeria, Kuwait, Egypt, Malawi…);
- the official maximum price where the state sets a cap (Belgium, Luxembourg, Poland…);
- for 15 EU countries without a live source (Germany, Netherlands, Finland…), the European Commission's Weekly Oil Bulletin, prices of Monday 26 October.
For petrol, we take the grade most people buy: regular (below 95 octane) where it exists, otherwise 95 unleaded. In Brunei and Hong Kong, only a 97 or 98 grade has a published price.
Conversion to euros: European Central Bank reference rates of 30 October 2026 (the latest published, as the ECB does not quote at weekends) for the currencies it covers; ExchangeRate-API, updated on 1 November 2026 at 00:02 UTC, for the 44 other currencies. The CFA franc and the CFP franc have a fixed parity with the euro.

Why the gaps are so wide
The state sets the price. The ten cheapest countries all have a pump price decided by the state. Algeria raised diesel from 29.01 to 31 dinars on 1 January 2026, its first increase since 2020. In Saudi Arabia, a royal order has capped petrol since 10 July 2021: 2.18 riyals for regular, 2.33 riyals for 95. In Bolivia, a decree of 9 July 2026 extends a price freeze. All these countries produce oil.
Taxes shape European prices. In Europe, every litre carries a fixed excise duty plus VAT. Several northern European countries are above France: Denmark at €2.559 for diesel, Finland €2.547, the Netherlands €2.469.
Hong Kong is a special case. Prices there are not regulated: five companies each charge the same price at all their stations, recorded daily by the Consumer Council. On 30 October, diesel cost HK$38.03 a litre almost everywhere, HK$38.23 at Esso.
In Malawi, the figure depends on the exchange rate. The regulator (MERA) has set diesel at 5,863 kwacha since 1 August 2026. At the rate used here, 1,946 kwacha to the euro, that is €3.012. A different rate would change the ranking.
For comparison: in the United States, regular petrol averages $4.269 a gallon and diesel $6.352 (week of 26 October, EIA), or €1.009 and €1.502 a litre. In Japan, the latest weekly ANRE survey gives ¥170.1 for petrol and ¥159.7 for diesel, or €0.968 and €0.909.
Limits of this ranking
- A maximum price is not the price paid. In Belgium, Luxembourg, Poland, Czechia, Uruguay and northern Cyprus, we show the official cap; stations may sell for less. In Belgium, the diesel maximum is €2.452, while the Oil Bulletin recorded an average of €2.375 on 26 October.
- Each source has its own date. Fixed prices are those in force on 1 November, but some have not moved for years (Saudi Arabia since 2021, Tunisia since November 2022). The Oil Bulletin countries date from 26 October, the United States from the week of 26 October.
- Conversion at the official rate. Where a parallel currency market also exists, the price in euros a visitor actually pays can be very different.
- Some countries are missing. Iran, Venezuela and Libya, known for very cheap fuel, do not have prices in Mantan yet. Algeria is absent from the petrol table: the octane rating of its unleaded is not published.
